Rules
Expansion Draft
- Existing teams protect 8 players (4 forwards, 2 denfensemen, 1 goalie,
and 1 extra player from any position)
- Existing teams must designate one of the eight as a compensatory protection
*these lists must be sent to me by midnight on Saturday, September
7, 2002
- Expansion team makes eight selections
---> these eight selections must comply with the same format as the
position protection requirements
---> no less than 2 and no more than 6 can be on existing rosters
- After the eighth selection, all existing teams that lost their compensational
pick are given a draft pick, in reverse order of last year's standings
---> compensational selection must fill the same protection format
position as the player lost
- After compensational picks have been made, all remaining teams elect
whether or not to keep their compensational player or replace him with a draft
pick, with the same positional requirements as the player released
- Draft order is determined by a draft lottery based on last year's standings,
with the probabilities as such (8th-4/10, 7th-3/10, 6th-2/10, 5th-1/10),
expansion team drafts fifth and then (4th, 3rd, 2nd, 1st)
- Odd numbered rounds duplicate the draft order in the ninth round, and
it is reversed for even numbered rounds
Salaries
- Player salaries are as listed in the Salary file, with rookies costing
$0, and second and third year players not listed costing $1, all unlisted enforcers costing $1, and all other non-listed players $3
- The Salary Cap is set at $175 assuming 12 teams.
- Players that are protected or re-drafted to the same roster as in the
previous season are paid the Keeper Salary
---> Keeper Salary is calcualted by finding the mean (average) salary
of this year's listed Salary and the Salary paid for them in the previous
season, and rounding to the nearest 0.05 increment
Transactions
- Before the draft, teams can trade players or draft picks as long
as both teams involved are set to have 8 players after the eighth round,
and a full roster after the final round of the draft
- All players acquired in a trade must be protected
- During the off season (i.e. before the draft) it is irrelevant if a
team does not meet their roster position requirements, but every trade must
ensure that after the eighth round, every team meets the 4-2-1+1 protection
set-up and that each team has the appropriate 20 players at the end of the
draft
- Immediately after the draft, until the end of the exhibition schedule, all teams can drop players, add free agents (up to 3), as long as they have paid their league fees, promote minor leaguers,
and trade with other teams to their hearts content
- During the season, the following transactions are unlimited -
player drops, IR placing and activating, minor league promotion, demotion
and acquisitions, and trades with other teams
- The deadline to submit a transaction in a day, during the season is the earliest start time of the games in which relevant players are involved in that day.
- Acquiring free agents costs real money, which goes into the prize pot.
One trade before the All-Star break is free, and one trade after the All-Star
break is free ( each only when league fees have been paid). Beyond that, the price pattern is $1, $1, $2, $2, then $5 for each free agent acquired after that.
Farm Teams
- Each team is allowed to carry a 15 player farm team
- At the point of acquisition, a player must have NHL rookie status and
not be on an active NHL roster
- When a player loses their pool rookies status they can stay on their
farm team until the post-draft free transaction period ends for the season
after which they lose their status (Goalies - 83 career GP, Skaters - 165
career GP)
- At least five minutes after the draft, there will be a farm team draft.
Existing teams can protect three players, and the expansion team can pick
up to five, but no more than one from any one team, after which the expansion
team can add another 10 players to fill their roster
Injuries
- Each team is allowed to carry an Injured Reserve (IR) list
- The purpose of this list, is to retain the rights of players who are not available for play over a period of time
- For a player to qualify for the IR, they must be either listed on their NHL team's IR, or they must miss two consecutive games
- Players should not be held on the IR more than a month after activation by their NHL team
All proposed transactions will be accepted, assuming that team(s) involved meet the salary cap at all times, and that assuming the team owners are of sound mind when submitting trades requests, at which point, discretion will be used.
